clear whether the £4,000 requested at (A) includes provision for this purpose. Mean- while Hongkong Medical students of other years have been transferred from the Lingnan University to the National Churching University in Kiarsi, although the Ambassador suggests that this is not entirely satisfactory because of language difficulties.

The

opportunity might be taken to ask the Foreign Office to have the position clarified.

At (75), for £200, towards the enlargement of a students' social services centre at Pingshek, Chungshan University. This appeal was mentioned by Mr. Sedgwick at Para. III(iii) of his Memorandum dated 31st May, 1943, but no reference is made to it in the Ambassador's despatch No.542, or in the Foreign Office letter of the 17th July on that despatch at (64) herein. The Ambassador is apparently of the opinion that this is as much a matter for the British Council as for Hongkong University and has suggested that it would be advisable to have the medical students transferred from Chungshan to Lingnan University at Kukong, but Mr. Sedgwick states that this Centre is used extensively by more than 80 Hongkong students. In view of Mr. Sedgwick's report, there appears to be some justification for making a donation and perhaps £100 could now be given from Hongkong University funds for that purpose, leaving the British Council to provide the remaining £100 if they feel disposed so to do. In this connection, reference is invited to my minute of 9.8.43 above, in which it is suggested that the British Council might be able to provide passages to this country for Hongkong University students both as Rhodes Scholars and as apprentices.
